On Thursday, October 9, 2025, at approximately 8:58 AM, Troopers from Troop I - Bethany began receiving reports of a motor vehicle collision in the area of Route 15 south near the old Exit 57 (new Exit 42A). It was also learned that a Connecticut Department of Transportation (CTDOT) Service Patrol vehicle had come across the collision, and stopped for the safety of the involved motorists and passing traffic.
The CTDOT operator then reported that when he stepped out of the work truck to check on the well-being of those involved in the collision, the Service Patrol truck was stolen by a female who was involved in the initial collision and was now attempting to flee the accident scene.
State Police personnel arrived shortly thereafter, when the female engaged Troopers in a brief pursuit on RT 15 south. The CTDOT Service Patrol truck then came to a controlled stop, and the female was identified as Dominique Dancy (D.O.B. 09/11/1979) of Hamden. Dancy was taken into custody without further incident.
Dancy was placed under arrest and transported to Troop I for processing where she was charged with the following:
C.G.S. 14-227 - Operating Under the Influence of Alcohol and/or Drugs
C.G.S. 14-224 - Evading the Scene of an Accident (2 Counts)
C.G.S. 14-222 - Reckless Driving
C.G.S. 14-283a - Engaging Police in Pursuit
C.G.S. 53a-64 - Reckless Endangerment in the Second Degree
C.G.S. 14-236 - Failure To Maintain Lane
C.G.S. 14-240 - Following Too Closely
C.G.S. 53a-119c - Larceny of a Motor Vehicle
C.G.S. 53a-167a - Interfering with an Officer
Dancy was issued a $150,000 bond which she was unable to post and was transferred to the Department of Correction awaiting arraignment on 10/10/2025 at Derby Superior Court.

On Sunday, October 5, 2025, at approximately 1:56 AM, Troopers from Troop H - Hartford were notified of a Blink-Link Wrong Way Driver activation alert on I-84 in Hartford. Emergency Dispatchers were able to review and confirm there was a silver sedan travelling traveling the wrong way on the exit 46 on ramp.
Upon arrival to the area, Troopers observed two vehicles involved in a head-on collision with minor injuries reported. On scene investigation revealed the operator of the vehicle driving the wrong way was Desiree Garcia (D.O.B. 09/14/1984) of Hartford. Garcia was exhibiting signs of intoxication and was requested to perform the Standardized Field Sobriety Tests which she failed to perform to standard.
Garcia was placed under arrest without incident and transported to Troop H for processing. A search incident to arrest revealed Garcia was in possession of a firearm inside the vehicle. Garcia was charged with the following:
C.G.S. 14-213 - Failure to Carry Operators License
C.G.S. 14-222 - Reckless Driving
C.G.S. 14-227a - Operating Under the Influence of Alcohol and / or Drugs
C.G.S. 14-237 - Driving the Wrong Way on a Limited Access Highway
C.G.S. 53-206 - Illegal Carrying of a Firearm Under the Influence
C.G.S. 53a-64 - Reckless Endangerment in the Second Degree
Garcia was released on a $10,000 bond and is scheduled to appear at Hartford Superior Court on October 23, 2025.
On 10/04/2025 @7:04 PM CSP responded to a fatal crash on I-91N in Windsor. Vehicle 1, a 2012 Chevy Impala driven by Marie Ellen Corso of MA, was traveling on I-91 North, south of Exit 40, in the left lane of four in Windsor. Pedestrian 1 was standing in the left shoulder after being involved in a prior traffic crash. Pedestrian 1 entered the travel lane for an unknown reason and Vehicle 1 struck Pedestrian 1. Vehicle 1 came to a controlled final rest in the left shoulder. Pedestrian 1 came to final rest in the left shoulder. Operator 1 and Passenger 1 had no reported injuries. Pedestrian 1 (Santiago,Jimenez DOB: 07/20/1995), was transported to an area hospital with suspected serious injuries and was pronounced deceased at said hospital. Any witness to this collision or anyone who may have captured dash camera footage relevant to this collision is asked to contact Connecticut State Police Troop H at (860) 534-1000.
On 10/04/2025 @2:26 PM CSP responded to 450 Providence Rd in Brooklyn, CT for a reported vehicle vs motorcycle crash. Vehicle #1 a 2007 Grand jeep Cherokee, Driven by a Minor, from Canterbury, CT, was traveling eastbound on Route 6, and attempted to turn into the driveway of the Wal Mart located at 450 Providence Road, in front of Vehicle #2 a 2005 Harley-Davidson, was traveling westbound on Route 6. Operator #1 and passengers were not injured. Operator #2 Edward A Jr Sabourin DOB 06/27/1958 of Dayville, CT sustained serious injuries and was pronounced deceased on scene. This accident remains under investigation and any witnesses are encouraged to contact Troop D at 860-779-4900
On 10/03/2025 @11:55 PM CSP respnded to Vehicle 1 was traveling on Route 5/15 Northbound in the area of exit #85 in the town of Wethersfield, CT for a serious crash. After CSP investigation- For an unknown reason, Vehicle 1 veered from the left lane and collided with the metal beam guard rail off the right shoulder. Vehicle 1 then rolled over, down the embankment before coming to its final rest. Operator 1 was reported to have minor injuries and refused medical attention. Passenger 1 Joshua Gonzalez DOB: 05/01/2000 and passenger 2 Edwin Abraham Guzman DOB: 04/03/2004 sustained life threatening injuries and were transported to Hartford Hospital were they were pronounced deceased. Vehicle 1 was towed from the scene by Mirabelli. Upon the investigation the operator 1 was suspected to be under the influence of alcohol. A standardized field sobriety test was given which he subsequently failed. The operator who was identified by his name and date of birth as Alexis Garcia (DOB:06/12/2003) from, Springfield Massachussets, was arrested and transported to Troop H in Hartford where he was processed per departmental policy. Garcia was charged with violating C.G.S. 14-227a, Operating Under the Influence of Alcohol and/or Drugs. Garcia was unable to post the $250,000 cash/surety bond and was given a court date of 10/06/2025 at GA15 in New Britain to answer said charges. This case remains under investigation. Kristen Hogan is being accused of attempted murder of her childs father, by way of poison with anti-freeze.
On 10/03/2025 approximately 11:00 hours, the accused, Kristen Hogan (DOB:08/07/1992) was taken into
custody by Western District Major Crime Detectives at Troop A on the strength of an active arrest warrant.
Hogan was charged with violation of two counts of C.G.S. 53a-49/53a-54a- Criminal Attempt at Murder
and C.G.S. 53a-167a- Interfering with an Officer. Hogan was processed under State Police policy and
procedures. Hogan was held on a $1,000,000.00 bond and is scheduled to appear at Danbury Superior Court on 10/03/2025. Western District Major Crime Detectives worked in conjunction with the Ridgefield Police Depantment.
On Wednesday, 10/01/25 at approximately 8:56 pm, personnel from Troop D- Danielson were dispatched to I-395 northbound in the area of exit 50 for a reported crash involving a rollover with entrapment.
While Troopers were responding, Troop D was advised that the driver and passenger were out of the vehicle and both were conscious and alert. Troop D was also advised that the driver was agitated and becoming hostile with EMS personnel on scene. Troopers learned upon arrival that the driver was not injured and was refusing further medical attention. The passenger sustained minor injuries and was later transported for further evaluation.
On scene investigation determined that the vehicle was traveling south on I-395, veered off the roadway to the left, traveled over the embankment, rolled over the guardrail along the left shoulder of I-395 northbound and came to rest on its roof within the left lane of I-395 northbound. As a result, I-395 northbound was shut down while the scene remained active. Troopers spoke with the driver, who was positively identified as Dylan McCaughey (DOB 09/08/2003), of Putnam. While speaking with McCaughey, Troopers began to observe clear signs of impairment. Troopers also spoke with the vehicle passenger, who reported that McCaughey was traveling over 100 mph prior to losing control of the vehicle.
McCaughey was requested to submit to Standardized Field Sobriety Testing and refused to do so. The investigating Trooper then attempted to arrest McCaughey, at which point McCaughey pulled away from the Trooper attempting to handcuff him. Another Trooper on scene subsequently assisted, and both Troopers took hold of McCaughey's arms to secure him in handcuffs without further incident.
McCaughey was transported to Troop D, where he was processed on the following charges:
CGS 14-222; Reckless Driving
CGS 14-227a; Illegal Operation of a Motor Vehicle Under the Influence of Alcohol/Drugs
CGS 14-236; Failure to Maintain Proper Lane- Limited Access Highway
CGS 53a-167a; Interfering with an Officer/Resisting
McCaughey was later released from custody on a $5,000 bond and is scheduled to appear at Danielson Superior Court on 10/15/25.
